Love Cowboy: My Neighbor is a Little Creepy

My husband and I recently moved to Latham after we fell in love with the cutest house that is a perfect starter home.   It's been about 4 months since we moved in, and while we seem to really like our neighbors, there's one guy on our street that gives me the creeps.  I can't really explain it - but there's something about the awkward way he looks at me that I just don't like.  My husband doesn't quite sense the same weird energy that I get - but her  knows a lot of people and says he'll "look into it."   I don't want to start any static with him or the neighbors so that's why I'm asking you...what should we do?
