The way it is now, you have to fill out an area of your license to say that wish to be an organ donor. Now that may all be changing.  According to WKBW, New York Assemblyman Pat Burke has introduced a bill that would automatically have New York state residents enroll to be organ donors. The bill refers to those eighteen and older and the automatic enrollment would happen unless they choose to opt out of the registry.

Assemblyman Burke said that this bill will get more and more New Yorkers on the organ donation registry and ultimately save more lives. There are currently nine thousand people on the organ donation waiting list in New York state. This is the third highest in the country. A single organ donor can save up to eight lives and have an impact on several more.

If this bill does pass and become law, the question on the license application would go from an opt-in to an opt-out. So those over eighteen would have to say no on the application. There still has to have a lot more public support for the bill to pass.
