20 Dogs Seized From Upstate NY Home After Disturbing Discovery

Argyle Woman Arrested for Abuse

Another case of abuse here in the Capital Region; this one involved multiple neglected dogs and an elderly person who was living inside the home.

In all, twenty dogs had to be removed from an Upstate New York home after State Police say they discovered the animals living in unsafe and unsanitary conditions.

According to New York State Police, troopers responded to a home in Argyle, Washington County, on Sunday, August 9th, following a report that numerous dogs were being kept in concerning conditions.

Troopers Make Disturbing Animal and Human Discovery

What troopers allegedly found inside led to 21 charges.

Police say 20 dogs were living without immediate access to food and water, while some were confined to cages containing excessive amounts of feces and urine. State Police also reported inadequate ventilation inside the home.

The dogs, reportedly owned by 72-year-old Carol L. Kiaer of Argyle, were seized and placed in the care of the Argyle Animal Control Officer.

Elderly Person Also Safely Removed

But, unfortunately, the animals weren't the only concern. Troopers say they also discovered an elderly individual inside the residence who needed immediate assistance because of mobility issues. Police assisted in safely removing that person from the home.

Kiaer was arrested and charged with 20 counts related to alleged animal cruelty and failure to provide proper sustenance. She was also charged with second-degree endangering the welfare of a vulnerable elderly, incompetent, or physically disabled person.

In 2010, the Albany County Legislature established the Animal Abuser Registry through Local Law K. The registry, managed by the Mohawk Hudson Humane Society, was created to help protect animals and provide information to the public.

According to the registry, those listed have been convicted of animal cruelty and are prohibited from owning, possessing, residing with, or intentionally having physical contact with an animal.
