An Albany County Court warrant was issued on June 11th, charging Cowan with 10 counts, including second-degree murder, first-degree conspiracy, and criminal possession of a weapon.

Allen was reported missing by his family after being last seen on March 22, 2025. On March 26, 2025, police found his body in a wooded area off Boenau Street in Albany's South End with a gunshot wound.

Armed and Dangerous

Investigators say Cowan has been at large since June and was last seen on Liebel Street in Albany, but authorities also say he has ties to Jersey City, New Jersey.

The U.S. Marshals Service describes Cowan as a Black male, 5-foot-7, approximately 115 pounds, with brown eyes and black hair. Authorities say he should be considered armed and dangerous.
