The 'Pumpkin Patrol' has been an annual effort to keep people safe that will be driving on October 30 and October 31.

Besides the New York State Police, who have been in charge of running the program since 1990, it includes several volunteers. The ‘Patrol’ also gets some help from 15 organizations with CB radio operators, in 19 counties.

According to the story that I saw on WNYT, the Pumpkin Patrol began because a truck driver that was chatting with a woman on a CB radio, his windshield was hit with something that was tossed from an overpass. That happened in 1976.
