Officials in Massachusetts gave a press conference to update the media on the status of the Tsarnaev brothers and the Boston bombings. Gov Patrick and Boston Mayor Menino started the press conference:
The uncle of the bombing suspects, Ruslan Tsarni, spoke to the media a short time ago and expressed his disgust with what his nephews have done. He pleaded for Dzhokar, also known as suspect #2, to turn himself in and ask the victims for forgiveness.
Late Thursday afternoon (4/18) the FBI held a press conference regarding the bombings at the Boston Marathon which occurred in Boston on Monday. Here is the latest information that the FBI released to the media regarding this act of terror.

AP just tweeted that "Federal officials deny that Boston Marathon bombing suspect is in custody." - however AP has NOT retracted that their source confirms so.
ABC News also has NOT reported an arrest:

However, a source at the Boston Globe continues to state that a suspect is in custody:
UPDATE @2:21: This is helicopter footage of the Federal Courthouse in that is from Twitter - AP and CNN are reporting that the suspect has been brought here. However, someone can be taken into custody without there being an arrest. No officials have made a statement regarding a suspect in custody and we are reporting based on information from CNN and the Associated Press.
UPDATE @ 2:06 PM: The AP reports that Federal Marshals have a suspect in custody and are brining him to a Federal Courthouse:

According to reports on major national media, CNN has broken the story that the FBI has obtained clear footage of a suspect in the Boston bombings. The footage originated from a department story surveillance camera and was used to locate other footage that included images of the suspect from a Boston TV station.
The White House just held a press conference in which they confirmed that a letter addressed to President Obama has tested positive for richin. There is no indication that this letter is connected to the bombings in Boston.
Heartbreaking. Just heartbreaking. It's sad when any human loses their life, but it is a different level of sadness when it's a child. The father of eight year old Martin Richard released this message which ABC News shared on their Facebook page:
