They really do have local winners in the New York Lottery. Just ask Rita Fiscarelli of Albany who won a whopping $1 Million dollars on a $5 "20x The Bucks" scratch off game. It was extremely lucky indeed. She usually only buys  $2 scratch offs according to this story. For some reason when the clerk told her it was a $5 game she said "OK" and bought it anyway and then "BAM" she hit it big for a million bucks. Way to go! The ticket was bough at Stewarts located at 285 New Scotland Avenue.
